Within the scope of the "Strengthening Healthcare and Human Rights Protection in Prisons in Armenia" Project jointly carried out by the Ministry of Justice and the Council of Europe, a number of documents have been developed that are targeted at the issues of and reforms in prison healthcare, as well as for raising public awareness about the process of exercising the right to health maintenance within penitentiary institutions.

Among other things, importance is attached to the development of a manual such as the manual entitled “Issues of and Reforms in Prison Healthcare in the Republic of Armenia” ( https://rm.coe.int/final-arm-prison-health-reforms/16809029c9): It should be mentioned that the manual has been published in Armenian and English.

In addition to the mentioned manual, the guide “Healthcare Rights of Detainees and Convicts and the Mechanisms for Exercise of Healthcare Rights” has been developed as well (https://rm.coe.int/guidelines-health-rights-for-prisoners/168077c0bc). The guide is designed for detained persons and convicts and the staff providing medical aid and services at penitentiary institutions.

It is worth mentioning that Deputy Minister of Justice Suren Krmoyan, representatives of the Department for Drafting Anti-Corruption and Penitentiary Policies of the Ministry of Justice Shushanik Ghukasyan and Arpine Sargsyan, as well as others participated in the development of the manual and guide.
